Capital Kirana (M) Sdn Bhd (CK) proposes a structured and comprehensive approach to assist the Client in fulfilling all obligations under the Construction Design and Management (CDM) regulations. Our solution aims to ensure that CDM principles are effectively integrated into the project lifecycle, thereby safeguarding compliance, reducing risks, and improving project outcomes performance.
- To support Client to work on a project with the skills, knowledge and experience, and organisational capability to fulfil the role and to undertake, in a manner that secures the safety and health of any person involved or affected by the project.
- To review contractual document to ensure its fulfill the conditions specified under regulation(s).[If necessary]
- To ensure work contractor or work designer carry out work as taken reasonable steps to fulfil Client design requirement
√Conduct a CDM gap assessment on client readiness towards CDM compliance for the relevant project.
√Review of current M&E design documentation to ensure foreseeable risks (e.g., confined spaces, electrical hazards, fire safety, ventilation requirements, and maintenance access) have been adequately considered.
√Identify non-compliance areas against CDM duties, including the adequacy of information provided to client.
√Support the M&E consultant in developing a framework that incorporates risk elimination and control measures during the design phase.
√Ensure the CDM Health & Safety File includes Principals Consultant’sspecific risks, operation and maintenance requirements, and safe access provisions.
√To work collectively with the client team and with other designers (civil, structural, architectural) to ensure that elements do not introduce residual risks that conflict with overall project safety.
- To support the Client effectively, a thorough review of the construction phase plan will be undertaken. This review will focus on ensuring that all safety and health arrangements are clearly specified, with careful consideration given to the nature of the industrial activities occurring on the construction site. The objective is to establish comprehensive site rules that address the unique requirements and hazards associated with these activities.
- Develop and maintain a Design Risk Register specific to M&E systems, identifying mitigation measures and control ownership.
- Where applicable, the construction phase plan will also incorporate specific measures concerning work processes, ensuring that all necessary precautions are in place to safeguard personnel and maintain compliance with statutory requirements. This approach will help to ensure that the site operates safely and that all activities are managed in accordance with best practice safety and health standards
- To review construction phase plan is appropriately reviewed to ensure its continues to be sufficient in ensuring that the construction work is carried out without any risk to safety or health.
√Ensure that Client related risks, safe working procedures, and technical controls are properly documented within:
- The CDM Construction Phase Plan.
- The Health & Safety File for handover to the client.
- Method Statements and Technical Submissions from the client and specialist contractors.
√To ensure during the project phase, the principal construction work contractor provides all relevant information in their possession for inclusion in the Safety and Health File on behalf of Client.
- Carry out periodic compliance reviews of design deliverables and constructionstage activities.
- Issue monthly CDM compliance reports, highlighting risks, corrective actions, and status of Client related safety measures.
- Conduct a final CDM Compliance Report after project completion, with emphasis on the Client safety and maintenance requirements
